Chapter 1  General Provisions 

Article 1: In order to further promote the high-quality development of the tourism industry in An Yuan County, continuously activate the cultural and tourism consumption market, enhance the influence of the "Source of Dongjiang, Jade An Yuan" cultural and tourism brand, effectively implement the requirements for attracting tourists on a mass scale, encourage all kinds of compliant business entities to actively participate in the tourism attraction work of An Yuan, through policy incentives to attract tourists from outside the county to visit An Yuan for tourism and red education, stimulate the coordinated development of related cultural and tourism industries such as accommodation and catering, and enable more people to enter An Yuan, understand An Yuan, and experience the ecological beauty of the Source of Dongjiang and the unique charm of the Hakka culture, this measure is hereby formulated. 

Article 2 The term "attracting tourists to An County" as used herein refers to the act of expanding the tourist market and guiding qualified travel agencies to organize tourist groups from outside the county to visit An County for tourism and consumption. (Associations, enterprises, chambers of commerce, schools, clubs and other economic and social organizations that are legally registered or established can organize their own units and industries to conduct team-building activities in An County and receive rewards in accordance with this办法.) 

Article 3: Tourism enterprises or red tourism and education institutions that apply for the "Tourist Attraction to Anshun" incentive must meet the following conditions simultaneously: 

(1) Established in accordance with laws and regulations; 

(2) Tourism enterprises with business operation licenses for travel agencies or red training and education institutions (bases) with legal operating qualifications; 

(3) Has not been subject to administrative penalties by county-level or higher cultural and tourism authorities, nor has it received negative notifications from relevant departments such as the Red Cross Society or education. There have been no general or more serious tourism safety liability accidents. 

Chapter 2 Team Reward Criteria and Standards 

Article 4  Accommodation Reward Standards 

(1) Overnight Tour Team Reward 

Each time, at least 10 or more tourists from outside An Yuan County are organized to visit An Yuan for tourism or red culture study. They stay for one night or more (in 5 or more rooms) and visit 2 or more (including) 4A-level or above scenic spots (excluding free admission spots). 

For each night of accommodation: 32 yuan per person will be awarded to tourism enterprises or Red培 study and training institutions. 

(2) Special Tour Group Rewards 

For groups organizing 30 or more tourists from outside the city (including 30 people), traveling together on the same high-speed rail, train, or bullet train special train, with a single ticket price of ≥ 90 yuan, and staying for one night (inclusive) in the list of "Incentive Tourist Introduction to Anhui" activity participants and visiting 2 or more (inclusive) 4A-level or above scenic spots (excluding free admission numbers), a reward of 90 yuan per person will be given. 

(3) Rewards for Self-Drive Tour Groups 

For a group of tourists (including 40 or more people, with vehicles of 7 seats or less) organized by a single entity to travel to An Yuan County for tourism or Red Peacock Study Tour, and staying for one night (inclusive) in the list of members of the "Attracting Guests to An Yuan" activity and visiting 2 or more (inclusive) 4A-level or above scenic spots (excluding free admission numbers), a reward of 55 yuan per person will be given. 

Article 5  Standards for Dining Rewards 

Organize a group of 10 or more out-of-county tourists from An Yuan County to travel or participate in red education activities in An Yuan. If they are included in the list of members of the "Attracting Guests to An Yuan" activity and visit 2 or more 4A-level or above scenic spots, a reward of 10% of the dining expenses will be given (excluding beverages). Among them, the per capita dining expense for the study tour group should be no less than 30 yuan per person, and for the adult group, it should be no less than 40 yuan per person. 

Article 6 Rental Vehicle Reward Standards 

Organize a group of 30 or more out-of-town tourists from Anyuan County to travel or participate in red education activities in Anyuan. If they consume within the list of "Inbound Tourist Introduction" members and visit 2 or more 4A-level or above scenic spots, rent vehicles from Anyuan Tourism Development Passenger Transport Company, a reward of 10% of the total rental fee will be given. The vehicle rental area is limited to within the jurisdiction of Ganzhou City, Jiangxi Province. 

Chapter 3  Submission Requirements 

Article 7  Relevant Requirements 

(1) Number of participants in a single group. The number of participants in a single group must meet the minimum requirement for the number of participants stipulated in the "reward criteria" for the applicable reward category, and only then can the reward be applied for. 

(2) Members of the "Attracting Guests to An" activity. They are required to submit an application form and pass the review by An Yuan County Dongjiang Source Tourism Development Investment Group Co., Ltd. (hereinafter referred to as "Tourism Development Group"), and successfully join the "Attracting Guests to An" activity in An Yuan County. 

(3) Consumption Requirements. The accommodation standard shall not be lower than 140 yuan per room (the final actual settlement price), and the accommodation bonus will be calculated for a maximum of 2 people per room. 

(4) Tourism enterprises or educational research institutions must place orders through offline channels at the merchants participating in the "Tourist Attraction and引流" activity (the list is provided in Appendix 2) in order to be eligible for this reward； orders placed through online channels (such as OTA， Taobao merchant (Fliggy)， etc.) are not eligible for this reward scheme. 

(5) For each tourism enterprise or red training institution, the maximum amount for applying for the above-mentioned rewards is 1 million yuan. The total amount of rewards is not capped. 

(6) Special Train Tour Reward: This reward is only applicable for one-time, continuous and uninterrupted round-trip travel by special train, starting from a location outside the area and arriving at stations around An Yuan County, and finally reaching An Yuan. Applicants are required to provide complete proof of the itinerary when applying. 

Article 8 Submission Materials 

(1) The original stamped version of the "Application Form for Incentive for Tourist Attraction by Tourism Enterprises in An Yuan County"; 

(2) Business operation license certificate and business license (must be submitted for the first application); 

(3) ① List of tourists (including names, contact numbers, and ID numbers); ② Photos with time and location watermarks that can reflect the consumption scene (such as group photos in scenic spots, hotels, etc., dining, accommodation, car rental); ③ Relevant invoice certificates: ticket invoices, meal invoices (including menus and stamped with the hotel's official seal), rental vehicle invoices; ④ Accommodation invoices (including accommodation lists, hotel management system check-in vouchers/screenshots); 

(4) For those applying for the reward for a self-driving tour group, they must also provide a vehicle information ledger (including license plate numbers and the list of tourists); for those applying for the reward for a special train tour group, they must also provide train/express train/high-speed rail tickets and relevant certificates. 

All the above-mentioned materials submitted (by mail) must be provided in their original form. Copies must be stamped with the official seal of the unit and bound in a booklet on A4 paper in sequential order. 

Article 9  Award Distribution 

(1) Once the reward conditions are met, you can submit the application materials to the Tourism Development Group (Address: 3rd floor of Anyuan Tourism Development Group; Contact Number: 15679727298). 

(2) The monthly reward applications should be submitted in one batch before the 10th of the following month. The Tourism Development Group will review the application materials. After the review is passed, the results will be publicly announced for no less than 3 working days. If there are no objections during the announcement period, the winners will provide VAT invoices. The Tourism Development Group will complete the distribution of the reward funds within 15 working days after receiving the invoices, following the prescribed procedures. The reward funds will be distributed immediately upon application and settled once a month. 

Chapter Four: Supervision, Evaluation and Management 

Article 10 The reward application entities must be responsible for the authenticity of the application content and materials. They must actively accept verification and supervision by relevant departments such as the county's culture and tourism bureau, education and sports bureau, red cross bureau, finance bureau, tourism development group, etc. For those who engage in fraud, forge materials, or commit other illegal or dishonest acts, their application for rewards will be cancelled and the funds will be recovered. At the same time, they will be publicly notified to the society; if it constitutes a crime, criminal responsibility will be pursued. 

Chapter 5  Supplementary Provisions 

Article 11: If this办法 is inconsistent with the previous introduction policies on attracting tourists issued by the Tourism Development Group， this办法 shall prevail. All kinds of rewards shall not be cumulatively granted or enjoyed repeatedly. The applicant entity must complete the reward application within the natural month. If the content of this reward is duplicated with other reward policies， the applicant entity can choose one of the reward categories on their own and will not enjoy the reward repeatedly. 

Article 12 This regulation shall come into effect on the date of its promulgation and shall remain in force until December 31, 2026.
